The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions under the State Council, and agencies directly under the State Council:

Flexible and diverse employment methods such as self-employment, part-time employment and new forms of employment are important ways for workers to increase employment income, and play an important role in broadening new employment channels and cultivating new momentum for development. In order to comprehensively strengthen the measures to stabilize employment and implement the task of ensuring the employment of residents, with the consent of the State Council, the following opinions are hereby put forward on supporting multi-channel flexible employment.

1. General requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th Party Congress and the 2nd, 3rd and 4th Plenary Sessions of the 19th CPC Central Committee, adhere to the people-centered development thinking, take supporting flexible employment as an important measure to stabilize employment and ensure the employment of residents, adhere to the equal emphasis on market guidance and government guidance, liberalize and enliven and standardize and orderly at the same time, follow the trend, make up for shortcomings, adapt measures to local conditions and cities, clean up and remove unreasonable restrictions on flexible employment, strengthen the supply of policy services, and create more flexible employment opportunities , stimulate the entrepreneurial vitality and innovation potential of workers, encourage self-employment, independent entrepreneurship, and go all out to stabilize the overall situation of employment.

2. Broaden channels for flexible employment development

(1) Encourage the development of self-employment. Continue to deepen the reform of the commercial system, and provide convenient and efficient consulting and registration services. Guide workers to be market-oriented and independently choose their business scope in accordance with the law. Encourage workers to establish small-scale economic entities with small investment, quick results, easy transformation and low risk. Support the development of various characteristic small shops, improve infrastructure, and increase the supply of commercial resources. For key groups such as laid-off unemployed persons, college graduates, migrant workers, and persons with employment difficulties engaged in self-employment, policy support such as guaranteed loans for entrepreneurship, tax incentives, and subsidies for entrepreneurship shall be given in accordance with regulations. Strengthen policy support for part-time workers, and provide social insurance subsidies to persons with employment difficulties and college graduates who have not been employed within two years of leaving school to engage in part-time work. Reasonably set up regulatory rules for the Internet platform economy and other new formats and models, encourage Internet platform enterprises and intermediary service institutions to reduce service fees, franchise management fees and other fees, create more flexible jobs, and absorb more workers. 3. Optimize the environment for independent entrepreneurship

Selling agricultural and sideline products and daily necessities at places and times designated by the government, or individuals using their skills to engage in convenient labor activities that do not require permission in accordance with the law, do not need to apply for a business license. 4. Increase support for flexible employment guarantees

Cities with the conditions can choose locations with convenient transportation and concentrated job search to set up labor markets or gig markets, organize labor service matchmaking and negotiation, and strengthen epidemic prevention and control, order maintenance and safety management. Encourage all kinds of human resources service institutions to provide flexible employment personnel with standardized and orderly professional services such as job recruitment, skills training, and human resources outsourcing, and provide employment and entrepreneurship service subsidies in accordance with regulations. (10) Safeguard labor security rights and interests. Research and formulate labor security policies for platform employment, clarify the responsibilities of internet platform enterprises in the protection of workers' rights and interests, guide internet platform enterprises and affiliated enterprises to negotiate with workers to determine matters such as labor remuneration, rest and vacation, and occupational safety and security, and guide industry (industry, local) trade unions to negotiate with industry associations or industry enterprise representatives to formulate industry norms such as industry labor quota standards, working hour standards, reward and punishment measures, etc. Rectify violations of laws and regulations such as arrears of labor remuneration in accordance with the law. People's governments at all levels should make overall plans for the use of employment subsidy funds and other funds for stabilizing and ensuring employment, and ensure the implementation of flexible employment support policies.
